Mukhyamantri Karma Tatpara Abhiyan
Mukhyamantri Karma Tatpara Abhiyan Yojana or the MUKTA Yojana is an initiative from Mr Naveen Patnaik, the Chief Minister of Odisha, to tackle the problem of increasing unemployment in the state. It is basically a wage scheme that will create employment opportunities for the informal, poor, and migrant labourers. MUKTA Yojana will be implemented on the lines of NREGA and it will generate community assets that will be ecologically sustainable & climate-resilient.

According to a report from The New Indian Express, the govt. of Odisha implemented the urban wage employment initiative in the month of April 2023 due to the impact of the pandemic on employment. Due to the pandemic, job loss was evident throughout the country and the Odisha govt. made sure to provide immediate employment to the urban poor of the state. Under this, around 3.5 lakh urban poor were benefitted and got sustainable livelihood opportunities. Out of these 3.5 lakh beneficiaries, 40% were women. Mukhyamantri Karma Tatpara Abhiyan Yojana(मुक्त योजना) will be implemented under the Housing and Urban Development department of Odisha.
Mukhyamantri Karma Tatpara Abhiyan Yojana Implementation
The govt. of Odisha Allocated a sum of Rs. 100 crores for the implementation of the existing wage employment scheme to provide temporary employment to the urban poor for labour-intensive projects. Now the government has plans to convert that immediate relief scheme into a full-fledged welfare scheme and term it as the Mukhyamantri Karma Tatpara Abhiyan Yojana. The aim of the MUKTA yojana will be to provide sustainable livelihood opportunities to the 4.5 lakh urban poor families of the state. The MUKTA Yojana involves the following activities:
- Stormwater drainage
- Rainwater harvesting
- Green cover increase
- Sanitation
- Community centres creations
- Development of peripheral around water bodies
The Urban Wage Employment scheme was initiated as an immediate relief due to the pandemic situation the nation faced in the year 2023. Urban Wage Employment initiative did benefit the urban poor families of the state by providing them temporary employment opportunities but now the state govt. wants to covert that immediate relief initiative into a long-term welfare scheme.
Minister for urban development of Odisha, Mr Pratap Jena stated that this scheme will NREGA ( National Rural Employment Guarantee Act ) for the urban areas of the state and it is a 100% state-funded scheme. He also stated that this scheme will be built on the existing ecosystem of the welfare schemes which is being run by the Govt. of Odisha.
Benefits & Objectives of Mukhyamantri Karma Tatpara Abhiyan
The primary objective of Mukhyamantri Karma Tatpara Abhiyan is to reduce the livelihood weaknesses of migrant labourers / informal workers and urban poor. This initiative will empower informal workers and specifically the women informal workers, economically. This will also empower women SHG ( Self Help Groups ) and SDA ( slum development associations ). The wages of these workers will be directly credited into the beneficiary’s accounts through the DBT model. The Urban Wage Employment scheme was a success for the state govt. due to which the govt.

planned to expand it and make it a long-term scheme, now Mukhyamantri Karma Tatpara Abhiyan will eventually reduce the problem of rising unemployment in the state which will lead to better economic conditions in the state. There were already various schemes by both the state and central govt. to benefit or provide employment opportunities to the people of rural areas, this scheme is one of its kind which is focused on solving the problem of rising unemployment in the urban parts of Odisha.
Components of MUKTA, Odisha
- One of the major component of this scheme would be desilting & repairing of stormwater drains in the state as Odisha faces high rainfall in the monsoon and prevention of local flooding will include desilting & repairing of drains.
- Another major component of this scheme would be creation of water bodies, Public parks / playgrounds.
- Some other components are Manual cleaning of water hyacinths in the ponds and plantation on roadside, river banks, etc.
Under this scheme, it is expected that community assets worth more than Rs. 150 crores will be created in the state which will primarily include the Parichaya centres & Mission Shakti Gruhas. The projected man-days this scheme will generate every year is around 35 lakhs.

For the beneficiary selection of the urban wage employment initiative, several surveys were conducted. For the Mukhyamantri Karma Tatpara Abhiyan’s beneficiary selection process, there are no official guidelines published by the govt or the concerned department yet.

Basic Eligibility guidelines For MUKTA Yojana
The eligibility guidelines mentioned below are on the basis of other similar schemes of the Odisha govt. as there is no official announcement of eligibility guidelines for the Mukhyamantri Karma Tatpara Abhiyan.
- As this is a state-funded scheme that aims to empower the people of Odisha, So only the residents of Odisha can become eligible beneficiaries of the MUKTA Scheme.
- Candidates must be from urban areas as this scheme is specifically focused on providing employment opportunities to the urban poor.
- Applicants must come under the annual income bracket which will be announced by the govt. or the concerned department.
